Under Section 32 of the Immigration and Asylum Act 1999, persons responsible for bringing clandestine entrants (illegal migrants hiding in their vehicles) to the UK may be liable for a civil penalty. The regime has not changed since codes of practice on the level of penalty and guidance on security measures were introduced in 2004.
This consultation seeks views on whether, and if so how, the regime could be modernised and asks what more industry can do to mitigate the risk of clandestine entry to the United Kingdom.
